Royal Society for Protection of Nature would like to invite applications from eligible Bhutanese citizens for the following post.

Post vacant :  Assistant Project Officer

Contract period: 1 year.

Duty station: Black Necked Crane Visitors Center, Phobjikha, Wangduephodrang. .

Grade: G5-D

Basic salary: 17,239

Salary Scale: 17,239-862-30,169

Qualification requirement: Class XII with Diploma in Forestry or Natural Resource Management.

Terms of Reference (ToR) for Project Officer, BNC Visitor Centre Enhancement, Phobjikha. Wangduephodrang

(KNCF Project)

I. Position: Assistant Project Officer, BNC Visitor Centre Enhancement project, Phobjikha. Wangduephodrang

II. Contract period: 1 year

III. Probation period: 4 months

IV. Reporting line:  Coordinator, Conservation and Sustainable Livelihoods Program.

V. Duty station:  Field Office, RSPN, Phobjikha. Wangduephodrang

VI. Primary responsibility: To implement “BNC Visitor Centre Enhancement project” activities in Phobjikhain support of RSPN’s goals and objectives

VII. Key duties and responsibilities

  1. Prepare project work plan and conduct the activities in line with project partner,  project document and overall objective of the project.
  2. Implement the project activities in close consultation with the project partners, stakeholders and other RSPN staff
  3. Prepare and submit monthly field reports and project activity report.
  4. Keep the Coordinator and project partner informed and updated on matters relating to the project activities and progress.
  5. Coordinate over all activities of Phobjikha Environment Management Committee (PEMC) and ensure proper maintenance of books of accounts of PEMC, Phobjikha
  6. Execute the ongoing Black-necked Crane related activities in the field.

VIII. Specific duties and responsibilities

1. Planning

1.1  Discuss with coordinator, project partner, and stakeholders and conduct the project activity as per the project document.

1.2. Assist the Coordinator in preparing the periodical work plans and report to the Coordinator as and when required.

1.3. Ensure quality maintenance and timely implementation of the project activities.

1.6. Initiate educational activities and awareness activities related to BNC and White Bellied Heron (WBH) as specified in the project plan.

1.7. Develop educational and awareness materials related to BNC and WBH as indicated in the project plan.

1.8. Liaise with the BNC Center Manager to align the relevant activities of the project with the BNC centre initiatives.

1.9    Undertake Black-Necked Crane related activities in the field which would include :-Annual BNC roost maintenance, annual BNC population count, regular monitoring of BNC and its habitat, Facilitating coordination with other BNC partners in the country (with supervision of the Program Coordinator), coordinating annual BNC festival with the PEMC members.

1.10 Ensure that project funds are utilized and accounted for in a manner that is most efficient and acceptable to established financial regulations of the organization.

2. Reporting

2.1  Prepare and submit timely field and progress reports and final reports to the Program Coordinator.

2.2  Coordinate with other RSPN staff for necessary support and guidance.

2.2  Undertake other duties and responsibilities delegated by the Coordinator.

3. Monitoring and Evaluation

3.1  Ensure regular monitoring of project activities against workplans.

3.2  Monitor project activities against objectives and workplans for timely completion

3.3  Facilitate and Conduct monitoring visits to project areas

4. Management

4.1. Liaise, coordinate, network and maintain healthy rapport with stakeholders (including local communities) in the project areas.

4.2. Verify bills, receipts, vouchers etc related to field expenses.

4.3. Perform other duties as may be required.

5. Knowledge and experience

  • Minimum class 12 pass or Diploma in forestry or natural resource management.
  • Has strong commitment to work in rural area with the local communities and other stakeholders
  • Be able to speak fluent dzongkha
  • Good writing skills
  • Possess negotiation, conflict management, and networking capabilities
  • Computer skills: MS Word, MS Excel
  • Experience in forestry/natural resource management/wildlife conservation would be valuable.

  1. Timely Implementation of project activities according to the prescribed workplan
  2.  Records of consolidated project reports and expenses accounted.
  3. Reports of trainings/stakeholder meeting conducted
  4.  Project evaluation reports.
